From 28 April to 2 May, the United Nations Interregional Crime and Justice Research Institute (UNICRI) conducted the first Train-the-Trainers (TTT) session on countering radiological and nuclear (RN) trafficking for nuclear and radiological security stakeholders in Uzbekistan. The training took place in Tashkent and was hosted by the Customs Institute under the State Customs Committee of the Republic of Uzbekistan.
The TTT session brought together operative officers and instructors from national agencies in Uzbekistan responsible for preventing and combating the illicit trafficking of RN materials. Participants included representatives from the Ministry of Internal Affairs, General Prosecutor’s Office, Ministry of Emergency Situations, Committee for Sanitary and Epidemiological Well-Being and Public Health, Customs Committee, State Committee for Industrial, Radiation and Nuclear Safety, and the Security Service of Uzbekistan. Over the five-day course, participants received core training in intelligence operations focusing on intercepting RN trafficking attempts.
The agenda covered key CONTACT modules, including fundamentals of nuclear and radiation science, principles of radiation detection equipment for operative officers, commonly trafficked materials, planning and conducting intelligence operations, post-operation procedures, and legal aspects of investigation.
Designated instructors will continue to deepen their understanding of the training content and refine their delivery skills, preparing them to conduct CONTACT-based counter-RN trafficking sessions regularly within their respective institutions.
The CONTACT-Central Asia initiative aims to strengthen the capacity of security and law enforcement officials in Kazakhstan and Uzbekistan to prevent and combat RN trafficking, promote regional cooperation, and facilitate the exchange of information on RN trafficking incidents. Launched in late 2023, the initiative is implemented by UNICRI with funding from the Norwegian Radiation and Nuclear Safety Authority (DSA).
