Kwok Fook Seng
Kwok Fook Seng assumed his role as the Ambassador of Singapore to Indonesia in July 2022.
Previously, he was the High Commissioner for Singapore to Australia from 2016 to 2022, during which time Singapore embarked on new pathfinding bilateral cooperation through a digital economy agreement and a world-first green economy agreement.
As Ambassador and Chief Negotiator for Climate Change from 2014 to 2016, Mr. Kwok served as a facilitator, assisting the French Presidency with the negotiation of the Paris Agreement at the twenty-first session of the Conference of the Parties to the Framework Convention on Climate Change, and helped to achieve consensus on article 13 of the Agreement, relating to the enhanced transparency framework for action and support, which established a system for measurement, reporting and verification of climate action by Parties to the Agreement.
As the Permanent Representative of Singapore to the World Trade Organization (WTO) and the World Intellectual Property Organization (WIPO) in Geneva from 2011 to 2014, Mr. Kwok served as Chair of the Committee on Trade and Development in Special Session, which delivered agreements on development issues under the Doha Development Round to the WTO ninth Ministerial Conference, held in Bali, Indonesia, in 2013. He also served on the Coordinating Committee of WIPO.
As Director-General of the Association of Southeast Asian Nations (ASEAN) Singapore National Secretariat from 2009 to 2010, Mr. Kwok oversaw national coordination of the participation by Singapore in all ASEAN sectoral forums, as well as the ASEAN Regional Forum and the East Asia Forum.
Mr. Kwok also served as Deputy High Commissioner at the High Commission of Singapore in Kuala Lumpur from 2006 to 2008 and as First Secretary at the Permanent Mission of Singapore to the United Nations in New York from 1997 to 2000, where he managed issues in the Second and Fifth Committees.
Mr. Kwok joined the Singapore Foreign Service in 1995 and also worked on various portfolios at the headquarters of the Ministry of Foreign Affairs, including on Latin America, South Asia, South-East Asia and dispute settlement at the International Tribunal for the Law of the Sea and the International Court of Justice, and as Special Assistant to the Minister of Foreign Affairs in 2001.
Mr. Kwok holds a Bachelor of Arts (Honours) in Communication Studies from Murdoch University in Western Australia and a Master in Public Management from the Lee Kuan Yew School of Public Policy at the National University of Singapore. He was awarded an honorary doctorate by Murdoch University in 2020.
