Kwok Fook Seng assumed his role as the Ambassador of Singapore to Indonesia in July 2022.
Previously, he was the High Commissioner for Singapore to Australia from 2016 to 2022, during which time Singapore embarked on new pathfinding bilateral cooperation through a digital economy agreement and a world-first green economy agreement.

The effective investigation, prosecution, and adjudication of crimes involving Chemical, Biological, Radiological, and Nuclear (CBRN) materials remain a significant challenge for justice and security institutions worldwide. Such offences often involve complex technical evidence, transnational dimensions, and potentially severe consequences for public safety and national security.
Crime prevention is a long-term investment in public safety, trust, and social cohesion — one that requires far more than reactive law enforcement. Successful prevention depends not only on structures and tools, but also on institutional change, partnership-based decision-making, and community consent, informed by cultural context and human rights considerations, including robust oversight mechanisms.
This guidance document presents a practical framework for designing, implementing, and sustaining a preventative approach to crime.
