Within the framework of the European Union Chemical Biological Radiological and Nuclear Risk Mitigation Centres of Excellence (EU CBRN CoE) initiative, and following the request of the National Focal Point of the Democratic Republic of the Congo (DRC), UNICRI organized the second workshop in order to provide guidance to the country in the development of its National CBRN Action Plan (NAP) using the methodology developed by UNICRI.

It is estimated that about 3 billion people across the planet are connected to the internet, while mobile-cellular subscriptions have reached almost 7 billion in 2014. If nobody can deny that progress in information technologies is creating new opportunities, advanced services and potential global benefits, it is also true that modern society’s dependence on digital infrastructures has generated the new threats of the hyper-connected world.

In 2008 UNICRI, in cooperation with the European Commission (DG AIDCO and DG RELEX) and with the technical support of IAEA, OPCW, EUROPOL, the SECI Center and WCO launched a Knowledge Management System in South-East Europe and the Caucasus. Designed to facilitate knowledge dissemination, information sharing and effective communication, the System aims to improve the interaction of national experts and representatives from International/Regional Organisations.

Within the framework of the EU CBRN Risk Mitigation Centres of Excellence (CoE) Initiative, UNICRI is responsible for the overall administration and monitoring of the implementation of the first 19 CBRN CoE projects. These projects focus on the provision of training and equipment, knowledge development, special and technical support and awareness-raising through interested partner countries, at national, regional and international level.

UNICRI has been tasked by the European Commission with the overall coordination, provision of technical assistance and monitoring the implementation of twelve projects in South Caucasus (Armenia, Azerbaijan and Georgia) and Central Asian countries (Tajikistan and Uzbekistan) in the specific field of bio-safety and bio-security. This programme falls under the second phase of the European Commission’s programme entitled Strengthening Biosafety and Biosecurity Capabilities and is funded under the European Union’s Instrument for Stability.
